RELIEVERS: Dynamics in BPIs and LI

One of the most interesting group of relievers are those putting up top-shelf skills but not getting higher leverage work from their current team. There may be many reasons why this happens, so let's list these relievers and see if we can determine what these teams are doing. The filters used are: at least 20 innings pitched this season, 100+ BPV over the season, 100+ BPV over the past 30 days, and LI under 0.90.
