The Santana Plan is a roster construction strategy that advocates buying one elite starting pitcher that satisfies statistical screens for excellence over his past two seasons. The Santana Plan anchors are not necessarily the best starting pitchers for 2021, but instead are the elite starters who are most likely to retain in 2021 the skills they previously have displayed.
