Following a week of tragedy, the rotation news coming out of the All-Star break is at least better, with both Matt Harvey (RHP, LAA) and JC Ramírez (RHP, LAA) projected to be activated from the IL shortly afterward. But unless something changes, neither of these names—along with Nick Tropeano (RHP, LAA) currently in Triple-A—look capable of adding more than 2H IP value. Harvey's offseason signing has been a disaster, as noted by a 7.50/5.26 ERA over 10 starts (48 IP) before he landed on the IL with an upper back strain in late May. Prior to undergoing Tommy John surgery in April 2018, Ramirez's biggest pluses had been mid-90's velocity, a reliable GB tilt, and an ability to hold his ERA down to a tick above four....
