DAILY MATCHUPS: Cleveland and Detroit tussle in one of two Tuesday twin bills

Today's Overview/Schedule/Weather: Tuesday’s slate is an overflowing one, with two twin bills (PHI-CHW, CLE-DET) and 17 games overall. Chilly weather conditions are on tap in a lot of venues. There are a lot of judgment calls in the Matchup Ratings; figure GB% being a key factor on some decisions.
