In Part 1 of examining the 2013 stolen base decline, we noted the significant decline in stolen bases (SB) and started to discern the cause. Identifying the cause would give us a better basis to set expectations for the coming season, and a more solid foundation from which to rank players, formulate drafting strategies and set category targets.
