RELIEVERS: Best BPVs April 2019

This week, we look at who led April in Base Performance Value (BPV) which is an all-encompassing value that describes a pitcher's overall raw skill level. Per the Baseball Forecaster, elite bullpen arms have BPVs in excess of 100. Here, we will look at BPVs of at least 130 through the end of April. But to do it right, other filters get added too. In addition to BPV of at least 130, the pitchers on these lists have a BF/G under 10.0, at least 7.0 IP, a WHIP under 1.30, at least a 7.0 Dom, a 2.5 Cmd ratio, and no more than 1.0 HR/9.
